Louisiana IRP Information

What is the IRP?  The International Registration Plan is a reciprocity agreement between the US and Canada.  The plan was designed to simplify the process of collecting and distributing registration fees among jurisdictions (states).  Motor carriers register with their base jurisdiction, and the IRP office will disburse payments to the various jurisdiction on the registrant’s route.  

Do I need an apportioned plate?  If you operate outside of Louisiana, you will need an apportioned plate.  Your approved registration allows you to operate in any member jurisdiction.  Other qualifications must be met, including:

1. You operate a qualifying vehicle in two or more jurisdictions.  A qualifying vehicle is one designed, maintained, and used for transporting people or property.  
2. The power unit has two axles with a gross vehicle weight that exceeds 26,000 pounds, or
3. Has three or more axles regardless of weight, or
4. Is used in a combination that exceeds 26,000 pounds.

How do I register for an IRP plate?  First, obtain a USDOT number. As a PRISM state, Louisiana requires holders of apportioned plates to obtain the USDOT number which is a means for tracking and identifying a motor carrier’s safety information.  Detailed information about the USDOT number can be found here.

Also, the following information is required when applying for a Louisiana IRP apportioned plate:

• Established place of business – Must be a physical structure located in Louisiana that is owned or leased by the registrant.  It should open during regular business hours by one or more employees who are not independent contractors. The business should have a street address, and all operational records shall be maintained and made available at this address.
• Authorization from FMCSA that allows for hauling goods across state lines.  
• Must be registered with the IFTA (International Fuel Use Tax Agreement).
• Complete the IRP registration certification form before registering for IRP.

After your application has been approved, you will receive an IRP plate and cab card for each vehicle in your fleet.  These items must be with the vehicle at all times.

Renewing Your Louisiana IRP Plates

Your IRP registration must be renewed every year.  You must keep a record of all miles traveled in each jurisdiction and provide that information to the IRP.  About three months before your plate expires, you’ll receive a notification for renewal. The notice will include all information regarding due dates, forms,  and other requirements for renewing your registration.

Renewals and fees must be received by the IRP office at least 30 days before the due date to avoid fines.  Note, if you are behind on quarterly IFTA payments, your IRP renewal will not be approved.
